...wind chill readings below zero early to mid morning today... 
 
.brisk northwest winds had brought cold arctic air into the region 
overnight. temperatures will start out in the single digits and 
teens. the brisk winds will create wind chill values ranging from 
10 below zero to 5 degrees above zero this morning...mainly in the 
higher elevations of the wind chill advisory areas. 
 
the winds will diminish before noon...and abundant sunshine will 
allow temperatures to slowly warm...although highs today will 
remain on the cold side.

brisk northwest winds and frigid arctic air will combine to produce 
wind chill readings ranging from 5 degrees above zero to 10 degrees 
below zero. 
 
a wind chill advisory means that cold air and strong winds will 
combine to generate very low wind chills. these conditions can 
result in frost bite...and could lead to hypothermia or even 
death if precautions are not taken. those venturing outdoors 
should dress warmly...making sure all exposed skin is covered.

In Tennessee: Blount, Carter, Cocke, Greene, Johnson, Sevier, Unicoi.  In Virginia: Bristol City, Lee, Norton City, Russell, Scott, Washington, Wise.
